The meaning of ๐—ญ‡ as 'shin' is certain, as the Chinese-Tangut bilingual glossary Pearl in the Palm has the entry ๐—ญ’๐—ญ‡ [ยฒgeโ‚„ ยนkhyโ‚„] = ่„š่„› jiวŽojรฌng 'foot and shin'. The meaning of ๐—ญ˜ is less clear. Li Fanwen glosses it as ่…ฟใ€่„› 'legs; shin', but I think it may be an adjective.

Aside from the Homophones, which has the entry ๐˜™ฒ๐—ญ˜ [ยนjoโ‚ƒ ยนtsa'โ‚] 'long (leg ?)' (babelstone.co.uk/Tangut/Tongyinโ€ฆ), the only occurrence of ๐—ญ˜ that I can find is in the Proverbs, where it is reduplicated, and is paralleled with three other reduplicated adjectives:
