This is quite a common character, occurring in the title of the "Revised and Newly Endorsed Law Code for the Celestial Prosperity Era [1149-1169]" 《𘓺𘃸𗫿𗓆𗆧𗅆𗬩𘞂》 = 《天盛改舊新定律令》 (translated into Russian by E. I. Kychanov, 1987–1989)
