𘎥 [¹toq₄] 'to place, to put in position' is constructed from the left side of 𘐏 [¹tiq₄] 'to place, to put in position' and the right side of 𗳘 [¹ngwi₁] 'happy to do something, willing' {𘐏𘊱𗳘𗡼} babelstone.co.uk/Tangut/WenhaiL…

𘎥 [¹toq₄] and 𘐏 [¹tiq₄] have the same definition in Sea of Writing: 𗅋𗑓𗛨𗟻 "to cause [sth] not to move" (they appear to mean "to place in position" rather than "to fix in position"), and the two characters would seem to be reflexes of the same root with vowel alternation.

𘎥 [¹toq₄] is a very rare character (I know of a single example in literary text), whereas 𘐏 [¹tiq₄] is a very common character (dozens of examples). So what is the difference between them?

In Tangut Ode #2 《𗊱𗿒》 the character 𘎥 [¹toq₄] occurs after the word 𗗐𗉖 [²ew₄ ¹tshen₄] 'slender life' (??); whereas in Tangut Ode #5 《𘄦𘍵𗊱》 the synonymous and cognate character 𘐏 [¹tiq₄] occurs after exactly the same word. I do not know what the difference is.
