Another dictionary-only character. Homophones gives the words 𘊬𗁶 [¹sa₁ ¹phe'₄] and 𘊬𗂢 [¹sa₁ ¹diq₁]; and Sea of Writing defines all three of these characters (𘊬𗁶𗂢) as synonyms with the same concluding definition: 𘁟𘁟𘖗𗗙𘘥 "it is what is called removing unevenness" ...

... the derivation from 𘁯 'finger nail' and 𘆩 'powder' (the more common but secondary meaning of the character primarily meaning feather) suggests to me someone using their fingers to break up lumps in order to make a fine, smooth powder (for use in plastering?)
