𘓱 [¹ngwy₁] and 𘓺 [¹ngwyr₁] are both used to translate Chinese tiān 'heaven' (𘓺 more commonly than 𘓱, for example only 𘓺 is used in W. Xia era names, corresponding to Chinese tiān 'heavenly' or huáng 'august'), and the two characters are obviously cognate.

In this sutra illustration (Kychanov's 1999 Catalogue of Tangut Buddhist texts, p. 779) we see the Great Peacock Mahāmāyūrī labelled at the top 𘜶𗀝𗀪𘓱𗴺 (an exact translation of Chinese 大孔雀天母)
