The precise meaning of this dictionary-only character is unclear to me. The Sea of Writing definition gives the reduplicated form 𘞔𘞔 [¹phar₄ ¹phar₄] as meaning an 'even head' (𗥦𗳦𘞔𘞔), but also referring to the land (𗼱𘞔𘞔) ...

... a hand-written note on the back of Homophones expands on the definition slightly, specifying that the character refers to a child with a level head (𗥦𗳦𘛍), on which basis Li Fanwen defines the character as meaning 'crew cut' 平頭, but I am not entirely convinced.
