The meaning of the character is not certain. Li Fanwen takes this as a verb ็ฑŒ็ฎ— 'to prepare, to plan', but the definition in Sea of Writing refers to the character being used to count numbers in gambling (๐—Ÿ ๐—ซ‚๐—ต ๐—œฎ๐—Ÿ ๐˜œ”๐˜ƒก๐—„พ๐—ญช๐˜ƒž).
