The construction of this one is really hard to understand clearly. Maybe 𗦈 'to pierce' means that the central stroke of the left side of 𘇱 [²paq₁] pierces upwards, in which case the derivation is from 𘇱 [²paq₁] and 𗴋 'volume, scroll' only.

There is some semantic connection between 𗴋 'volume, scroll' and 𗨨 'to encircle; to gather together', but I cannot see any obvious semantic connection with 𘇱 [²paq₁] which is a character that seems to have two very different meanings, neither of which fit here.
