I now hear that Unicode 12 is scheduled for release at the end of March 2019, so the square era name character could still make it into Unicode 12 if the era name is announced before #UTC157 in September 2018.

In future editions the code charts for ISO/IEC 10646 will be hosted on the Unicode website and referenced from the standard to avoid copyright issues (ISO/IEC claiming copyright over charts that are coproduced with Unicode).
